5. Concept & Requirements Definition

HF Analyses to Update Shortfall Analysis. To provide the inputs identified on the previous page regarding updates to the shortfall analysis, the following analyses are needed: 

  • Defining performance measures for the system under development in the form of Measures of Effectiveness/Minimum Operational Performance standards (MOEs/MOPs). These measures are necessary to articulate the human performance shortfall, create a business case, create critical parameters in the acquisition program baseline, and create testable requirements
  • Determining human performance limitations that are relevant to the system design. Examples include excessive demands on working memory, long  task completion times for data entry and impacts on mental workload, vigilance or fatigue

Building upon contents in the transfer package from prior Research for Service Analysis, these findings can be then included in the analysis of alternatives, concept validations/demonstrations, and the development of the business case.
